To ensure the provision of adequate residential land within the future urban areas that incorporates a range of housing and lifestyle options, whilst making adequate provision for commercial, industrial, recreation and other land to meet the needs of residents, visitors and industry.

The objectives of the public open space strategy are to:
To develop and manage public open space network that provides a range of recreational and social opportunities, which is readily accessible, conserves and enhances the natural and cultural resources of the municipality, and offers an environment in which to live, work and visit, for current and future generations.
The shire will seek to create a linked network of functional and attractive public open space within the town of Capel that will broaden recreation opportunities for all sectors of the community and satisfy open space needs in an equitable and sustainable manner.’
